1897 New Currency Surcharges on 3c Revenue Proposed Design A sample sheet of one hundred designs. A lithographic print in brown on paper with a burelé background in yellow-brown; the stamps are rouletted 13 with a perforated, tear-off section at foot; on paper with a large watermark design over the complete sheet, without gum. The inscription at the top of the sheet "Received the sum of Three Dollars for stamps to be affixed to Passes for goods imported". Some of the roulettes have become split and the top row with upper margin has become detached, a diagonal crease and hinge remainder at top do not detract. This is a unique sheet and a highly important introduction to the Revenue Surcharge stamps. Sir Robert Hart, the Inspector General of Customs, contacted Waterlow & Sons who produced the famous Red Revenue stamp. Little is known about this stamp. It appears to be another trial for this proposed tax stamp and has the appearance of being produced by a European printer.
