BT 1 William F. Owens, assigned to the Naval Reserve Center in Boston, MA, was awarded the medal for his action June 6, 1977 in saving five lives and assisting in the rescue of nine others after a charter boat capsized in Chesapeake Bay during a severe storm killing 13. "Displaying complete disregard for his own safety," Owens "swam repeatedly beneath the boat to rescue those trapped, gave his lifejacket to a non-swimmer and for about 30 minutes held two women's heads out of the water.
