Arthur as Treasury Secretary (and confirmed by the Senate), Morgan declined. Pair of Autograph Letters Signed "E.D. Morgan". Both on United States Senate Chamber letterhead: * Two pages, small format, Washington, Dec. 8, 1866. Regarding a NY Chamber of Congress memorial and the presentation of a bill for action by the judiciary committee; * One page, folio, Washington, April 4, 1868. Writing to Mr. Dodge, President of the Chamber of Commerce, Morgan discusses proposed legislation "in behalf of immigrant passengers". Fine+. [2]
