Civil War: Confederate States of America House of Representatives Circular, Richmond, VA Dec. 7, 1864. 8vo, 8 pages. The circular offers a Message from the President, Jefferson Davis, in which he transmits communication from the Secretary of War regarding the "relief of our soldiers who are prisoners of war…", a copy of a letters from Gen. U.S. Grant to Gen. Robert E. Lee and back regarding the exchange of Prisoners of war, and copy of letters from Ro. Ould, Agent of Exchange to Grant and back regarding whether the U.S. authorities will permit "a shipment of cotton from a Southern port to a Northern city, with the view of purchasing blankets, etc. for the immediate relief of prisoners, etc." With 8vo, 3-page "Message of the President, Richmond, Va., Feb. 22, 1865 regarding exemptions from conscription in the State of Georgia. Pages have become unbound, age toning, small numbers penciled in at top. Fine.
