TLS "Elihu Root" as Secretary of War, 1/2p, small 8vo, on War Dept. stationery, Washington, 12/13/1900. To Edward Bell of NY, he transmits a letter [not present] "from Baron de Fava, the Italian Ambassador, granting to you mother the courtesies of the Port of Genoa." VG. The "courtesies of the port" was a favor granted to well-connected international travelers that primarily allowed them to enter foreign nations without being subject to customs regulations.
