Hayes, Rutherford B Nineteenth President of United States (1822-93, served 1877-1881); in the Union Army throughout the Civil War; Governor of Ohio. Unusual partly-printed DS "R.B. Hayes" as President, 1p, 4to, Washington, 2/11/1880. Hayes authorizes the Seal of the United States to be affixed to a "conditional pardon of Barney Warletsky..." Blank integral leaf. Uneven age-toning of upper left corner, mounting seep-through around edges, with masking tape around edges of integral leaf, otherwise in G/VG. Hayes signature a little light. With printed color portrait. Hayes was generous with pardons as both Governor and President, issuing nearly 900 while in the White House. That still puts him well behind the record-holder, Franklin D. Roosevelt, who issued a whopping 3687! Estimate US$ 300-400
