The reign of William III and Mary II, and subsequently William solely, reshaped colonial governance in the wake of the Glorious Revolution. The joint monarchs ratified the collapse of the Dominion of New England, allowing Massachusetts, Connecticut, and Rhode Island to reclaim self-governing charters. Though a new 1691 charter for Massachusetts merged it with Plymouth Colony and made it a royal province with a Crown-appointed governor, curbing some of its earlier autonomy.

Religiously, the 1689 English Toleration Act, extended in spirit to the colonies, offered greater, though still limited, religious freedom to Protestant dissenters, shaping the pluralistic character of colonies like Pennsylvania and Rhode Island.
