1856 "Hidalgos"
Querétaro. 2r. Green, 4r. Red and 8r. Lilac, on a spectacular registered front wrapper to Mexico dated 1858 (Nov. 4). The 2r. and the 8r. stamps were partially cut out when the front of the wrapper was cut at the post office, yet the postal markings in the periphery remain most attractive. It contained 90 unsold raffle tickets for a lottery, and it paid 14r.: 8r. flat rate for registration and first ¼ ounce, and 6r. (special lottery rate for 25% of the regular 24-ounce rate, first tariff). Postal regulations up to the 1880s required that registered mail have its front cut out and signed as proof of receipt by the addressee. That front was then returned to the originating office, kept for two years, and then destroyed. Very few fronts have therefore survived. Cert. MEPSI (2026). Scott 3, 4, 5.
