1920 (Dec. 15). Postcard depicting the village of Pisoderi, sent from Korçë to Bilisht, franked on the picture side, where the addressee was also indicated, with 3rd Issue 5c. green and black in combination with 4th Fiscal Issue 10c., both tied by Korytsa c.d.s. An extremely rare mixed franking, overpaid by 5c due to shortage of postage stamps, resulting in the use of fiscal stamps as provisional substitute for postage. Michel 14.

note: The origin of the fourth fiscal issue is unknown. This is a special issue, as it was produced with five different handstamps, one for each denomination, each applied in a different colour. It was issued one month prior to the official union with the government of Tirana, and it saw very limited use due to its short period of validity (26.4–11.8.1920) for the taxation in Korçë County. Its use later on mail is extremely rare in the absence of postage stamps (when these fiscal stamps were no longer valid for tax purposes).
