Official cover from Skrapar addressed to the Director of Posts and Telegraphs in Valona (Vlorë), bearing a partial negative Arabic seal at top right and two strikes of the Skrapar c.d.s. on the obverse, all in red, with the receiving (24.8) c.d.s. on the reverse. A very rare stampless official mail from this mountainous region, where the population was widely dispersed across villages.
