1870 (Jan. 25). An interesting envelope from the italian Consul in Ragusa (Dubrovnik, Austrian possession after the Peace of Vienna in 1866) to Scutari (Shkodër), franked by Austria 1860 10kr. tied by Ragusa c.d.s. (Tchilinghirian type 2), without arrival postmark or Turkish franking, as it was handled as a diplomatic mail directly delivered to the consulate. Addressed to Louis-Gabriel-Gaudéric Aubaret (1825–1894), French Consul-General at Scutari from 1868, a naval officer, linguist, diplomat, administrator, and business leader with over 40 years of experience in military, political, and commercial roles in the region; in the 1880s, he became a prominent figure in Constantinople, serving as President of the Ottoman Public Debt Administration and leading the syndicate that completed the railroad used by the Orient Express.
