NGC AU | Charles II (1660-1685), Second Hammered Issue, Penny, 1660-1662, Tower, CAROLVS II D G M B F & H REX, crowned bust left, I behind, rev. · CHRISTO · AVSPICE · REGNO, quartered shield of arms over cross fourchée, 0.55g, 6h, m.m. crown (ESC 587 [2272]; S.3320), soft striking to the hair and crown but otherwise well-defined details, with dark old cabinet tone, very fine, scarce, in NGC holder, very harshly graded AU Details ~ Environmental Damage (Cert. #8536752-012)

It would appear that NGC had wrongly interpreted light haymarking and die rust as 'environmental damage'. Prospective bidders are advised to bid by Spink catalogue description.
