12ch. light blue on meshed paper, horizontal pair with partial scissor cut in between the stamps, tied by Meched date stamp to piece of cover addressed to St. Andrews and showing partial arrival c.d.s., Gaoudan Iranian mail exchange office and Gahdan Trans-Caspian Russian mail exchange office c.d.s.
