No Overprint Proof 3c. Brown, unoverprinted proof in very rare horizontal pair, just touched at left, otherwise displaying good to large margins. The pair shows strong color an is very fresh, with a small scissors cut between stamps. A showpiece of key significance for its rarity and its connection to the very limited issue of only 2,403 stamps which were produced for the local experiment for local city mail in Mexico City. To our knowledge, this is one of only two recorded pairs. 1995 MEPSI certificate, which notes that it has been regummed. Scott 18 var. (proof).
