The reverse design has been described by the 14th Dalai Lama or by one of his advisors as follows:

"The design depicts a pair of Mongoose facing a banner of victory over disharmony. The pair of Mongoose represents prosperity, with each vomiting precious tones into a tray. The banner consists of three animals - one animal represents the offspring of the Sea Shell and the Crocodile, another the offspring of the Fish and the Otter, and the third, the offspring of the Garuda and the Snow Lion. Each offspring symbolizes the perpetuation of harmony and unity over the forces of discord, represented by each of the three pairs of animals, which are natural enemies"
