Charles Nelson Weippert was born in London on 20 March 1875 and was a porter before he enlisted into the Royal Navy on 4 March 1891. He served on H.M.S. Terrible throughout the Second Boer War and China 1900 campaigns. As a result of being invalided, he completed his service on 9 January 1903. Weippert thereafter became a customs officer and settled in Canada.

With the outbreak of the Great War, he enlisted into the Canadian Army on 24 February 1915 and arrived in England on 19 June 1915. Weippert was, however, not to see service in France and instead spent his service in the U.K., returning to Canada on 27 October 1915. He was discharged on 7 February 1916 as a result of varicose veins which came about from falling about 50 feet during machine gun training at Shorncliffe, Kent. Having returned to Canada, Weippert re-enlisted on 15 October 1917 at Montreal before finally being discharged on 23 January 1918. His B.W.M. was his sole entitlement for the Great War.
