Robert James Owen was born on 13 May 1861 and served in the Indian Subordinate Medical Department. He was gazetted on 5 July 1918 for being promoted to the honorary rank of Major while a Senior Assistant Surgeon (further entitled to Victory Medal); sold together with copied research including M.I.C..
