William Toogood was born on 6 February 1873 at Kemptown, Brighton, and enlisted at London on 6 February 1891. He spent the majority of his service with the Chatham Division but served on St. George between 24 January and 2 March 1897. Up until that point, Toogood's conduct had been good, however when travelling on Empress of India from 8 June 1897 he was at some point tried by Court Martial and dismissed from the service. From 8 December 1898 until 23 February 1899 Toogood was "In Prison and on passage". Between 24-27 February 1899 he was discharged dismissed from service for sentence Naval Court Martial.
