The absence of rank on this award is indicative of a Non-Commissioned or Warrant Officer. The only such recipient named H. Kelly who earned a Cadet Forces Medal was the Regimental Sergeant Major Instructor of Dyfed Army Cadet Force. His Cadet Forces Medal was issued on 9 November 1965, the Bar on 1 February 1979 and the second Bar on 14 July 1987.
