William B. Smith was born on 7 March 1893 at Phillipsburg, New Jersey. He served as a Private with the Medical Department between 7 May 1917 - 26 April 1919. After the war he graduated as MD from the University of Pennsylvania in 1922 and became a Graduate from the School of Aviation Medicine, NG Officer's Course in 1926. He then became a General Practitioner. With the onset of the Second World War his date of entry on active duty was 23 September 1940 as a Medical Officer General Duty with the rank of Major serving with the Medical Corps, he was promoted to Lieutenant Colonel on 23 May 1941. He became Surgeon General as part of Government Staff on 8 January 1947 holding the rank of Colonel (GO2) and made GO1 on 3 January 1951. He was honourably discharged from the Connecticut National Guard on 24 June 1948, however his presence was required at the Pentagon on 13-14 November 1952. He was further commissioned to Brigadier General effective 1 April 1953.
Smith appointment was terminated by reason of retirement on 28 April 1953; sold together with various photocopied research including a letter from the State of Connecticut detailing his service history.
