"On Her Majesty's Service" entire (217x92mm; small tear at foot) with "department of public lands/Melbourne" imprint at lower left, addressed to Wangaratta, showing superb "commr of crown lands & survey/victoria/frank stamp" in blue cancelled by Melbourne duplex and showing arrival datestamp on reverse (28.8). Franks were authorised for use from 3 August 1864 and this is the earliest recorded use of any Victorian frank. Photo
