1799 (29 Nov.) autograph letter in French, signed from Gatchina to Baron Flachslanden with reference to a report of Count Soltykoff recommending changes in official usages. Archival meshing to album page. Fine and rare.
Notes: Count Fyodor Vasilyevich Rostopchin (1763-1826), a Russian statesman who served as Governor-General of Moscow (1812-1814) during the French invasion of Russa. Rostopchin is perhaps best known for ordering the burning of the city on the arrival of Napoleon.
