1840 (Sept. 5), Newspaper "The Christian Reformer", on page 3 a paragraph reading "Postage Stamps.- Any person attempting to erase the obliterating mark from these stamps, and use the stamps a second time, are liable to a penalty of £20 for every offence, under 3 and 4 Vic.c.96, passed last sessions.", continuing to explain the reason for the change from red to black ink for cancelling stamps; the broadsheet folded
