James Andrew was born in 1843 and was commissioned in November 1884 as a Lieutenant in the 4th Battalion Manchester Regiment. He was promoted to Captain on 27 October 1887 and received his Volunteer Force L.S. & G.C. on 1 July 1895. In addition he received a Volunteer Officer's Decoration on 9 February 1900. He was further promoted to Major on 15 August 1903, followed by promotion to Lieutenant Colonel on 14 January 1905 and then to Colonel on the 16 August of the same year.
On completion of his military service he was appointed a Justice of the Peace in 1913 and a Deputy Lord Lieutenant in 1921.
