Thomas Leonard Osborne was born on 8 October 1899 at Woodford, Essex. He initially served in the Great War as a Boy with the Mercantile Marine, then on 20 July 1916 he joined the Royal Navy at Tilbury as a Boy II, initially serving on Impregnable where he was promoted to Boy I. On 13 July 1917 he was sent to join Venus, an Eclipse-class Cruiser launched in 1895. Osborne was promoted to Ordinary Seaman on 8 October 1917, and was further promoted to Able Seaman on 15 August 1918, he was invalided from the Royal Navy on 13 August 1919.
