Rowley George Shepherd was born at Devonport, Devon and appears on the 1911 census as a Marine Engine Fitter working at H.M. Dockyard, Portsmouth and was residing at 66 Bradford Road, Southsea. He became Temporary Engineer Lieutenant on 15 May 1917 and was commissioned to Engineer Lieutenant on 17 September 1919, and this was cancelled on 29 September 1919. He lived at 22 Shakespeare Road, Herne Hill, London.
