2/17th Bombay, Baroda and Central India Railway Battalion, India Defence Force. The 2nd Battalion were previously the Rajputana-Malwa Volunteer Rifle Corps but amalgamated to become the 2nd Battalion, Bombay, Baroda and Central India Railway Volunteer Rifle Corps in 1887. The unit changed its name to the 17th Bombay, Baroda and Central India Railway Battalion, India Defence Force in 1917 before being redesignated in 1920. This medal therefore must have been awarded between 1917-1920.
