Oliver Carr was born on 27 January 1909 and was a Walgrave Police Constable when he enlisted in 1st Searchlight Regiment, Royal Artillery.

The 1st Searchlight Regiment, Royal Artillery was an air defence unit of the British Army from 1920-54. Originally formed in the Royal Engineers, it was transferred to the Royal Artillery at the start of the Second World War.

It fought with distinction in the defence of Calais during the Battle of France, in which it was virtually destroyed. Captured at Dunkirk, Carr was interned at Stalag XXA Thorn, Poland. He remained there until January 1945 when the camp was closed and the internees were forced to march Westward across Poland, Czechoslovakia, and Germany in extreme winter conditions, over about four months between January-April 1945. Carr returned to Northamptonshire Police Force and rose to the rank of Sergeant before his retiring.
