Posted to ‘H’ (Whitechapel) Division, he was serving with them in 1887 and was most likely still present at the time of the Whitechapel Murders, carried out by ‘Jack The Ripper’ between August and November 1888.
Police Constable Winter (H296) is noted as having served on Plain Clothes Duty with H Division from 24 October 1888.
