Cyril Frank Morgan was commissioned 2nd Lieutenant in the East Lancashire Brigade, Royal Field Artillery, on 18 December 1915, and served with them during the Great War on the Western Front from 5 October 1916. Posted to the 157th Battery, he was promoted Captain and appointed Second-in-Command of the Battery on 23 September 1918, having previously served as Adjutant, and for his gallantry during the Great War was awarded the Military Cross.

After the Great War Morgan continued to serve in the Territorial Army, and was promoted Major on 7 March 1923, and Lieutenant-Colonel on 17 February 1932. He was awarded the 1935 Jubilee Medal whilst serving as Commanding Officer of 52nd (Manchester) Field Brigade, Royal Artillery (Territorial Force).

He vacated his command on 17 February 1936, having received his Efficiency Decoration (Territorial), and was appointed Brevet Colonel. He served during the Second World War in the Home Guard as Commanding Officer of 71st Lancashire Home Guard Heavy Anti-Aircraft Battery, based at Eccles, from 1 January 1943; he relinquished his command upon reaching the age limit on 8 May 1948, and retained the ranks of Lieutenant-Colonel and Brevet Colonel.
