1906 Manuscript draft document titled "A Scheme for the Organisation of the British Army upon Japanese Lines", 21 pages signed by Lieutenant Colonel W.H. Birkbeck (1863-1929), together with an Appendix, a typescript and an autograph letter on Inspector General of the Forces notepaper from Robert Baden Powell to Birkbeck writing "I am fully in agreement with your principle though some of the detail may still be open to discussion" and adding his comments regarding various proposals.
In 1905 Birkbeck was attached to the Japanese Army in Manchuria for a year, resulting in this report to his superiors. The Russo-Japanese War had lasted from 1904-1905 and that influenced Birkbeck's report.
