1917 (25 Oct.) printed advertising envelope to Gwanda bearing Livingstone Provisional 'half penny' on 1d. red tied by 'livingstone' c.d.s. to pay single rate on commercial unsealed letter. This usage is the reason the provisonals were issued, and very few covers showing correct usage have survived. S.G. 280

' War Tax was met bt raising the local postage rate to 1½d. and in Southern Rhodesia the new denomination was issued on 18 May 1917. The resultant demand for ½d. stamps to be used with existing 1d. stamps was met by remaining stocks of Double Head stamps.
The GPO at Livingstone failed to order any of the new stamps. Nevertheless, the rate was increased on 1st June 1917 in Northern Rhodesia and a loan was made by Salisbury later that month of 1½d. stamps. However, the delay in receiving 1½d. stamps resulted in the demand for ½d. stamps exceeding supply. Salisbury was unable to help and to meet the demands of local tradesmen, panes of 1d. stamps were overprinted 'HALF PENNY' by the Northern Rhodesian Administrative Press in Livingstone.
The overprinting was made using a cliché of two rows applied three times to panes of sixty with margins removed. In the second setting the panes were folded in three during the process, so horizontal creases are the norm with S.G. 281.
