1959 Basutoland National Council, a group of eleven imperforate proofs affixed to seven Waterlow file sheets comprising one each of frame only and vignette only for the three approved values in black only, a 3d. value in carmine and green endorsed 'Not Approved' alongside, a 1/- value in dark-green and red-brown endorsed 'Not Approved' and with 'green to be closer to green in current 3d. stamp' below, and finally three in the chosen values and colours endorsed 'Approved' alongside; a fine and rare group
