A reply from the British Agency in Jeddah to the Foreign Office in early 1925 states:

'The Order of the Istiqlal (Independence) was founded later [than the Al Nahda]. The first insignia of the Order are stated to have been made in Paris in 1919; the later ones were made in Mecca. The purpose of the order is to distinguish persons who, though they did not necessarily take part in the revolt, have striven to maintain the independence of the Hijaz.'
