Patrick John Kemp was born in Dorset on 16 January 1939 and educated at Hardyes School, Dorchester. Entering R.A.F. Cranwell as a Cadet he was promoted Senior-Under-Officer and won the Sword of Honour in July 1960, also winning the John Anthony Chance award and the Air Ministry Prize.

Commissioned Flying Officer on 25 July 1960, he flew during the Radfan Campaign and was promoted Flight Lieutenant on 25 January 1963. Appointed ADC for the Air Officer Commanding No. 23 (Training) Group at Linton-on-Ouse on 30 September 1968.

Promoted Squadron leader on 1 January 1970 he became Staff Director of Operations (Air Support), Department of Assistant Chief of the Air Staff (Operations) on 2 January 1974. Not long later he was further advanced Wing Commander on 1 January 1977 and later Group Captain on 1 July 1983 being appointed to the Staff of Deputy Chief of the Defence Staff in 1986. Kemp's final appointment was as Senior Air Force Officer & ACOS PY, with Headquarters Allied Forces Northern Europe on 11 June 1987. He retired not long later on 1 October 1989; sold together with copied research including a photograph of the recipient receiving his sword of honour.
