The "Dummer" Packet Service, 1702-1711
Edmund Dummer, Surveyor-General o the Navy, obtained agreement to operate the first Packet Service in the West Indies from October 1702. Over-optimism regarding revenue, and the loss of six ships by enemy action and storms, led to the end of the venture by December 1711, when Dummer was finally forced into bankruptcy. Dummer died in April 1713.

1707 entire letter addressed "Foe Collonell Charles Long, To be left with Mr Charls Kent, Marchant, London", marked "p the Pacqt, QDC", sent at the triple rate of "4/6" and showing Bishop mark (8.3) on reverse. Probably carried by the King William which left Liverpool on 16 November 1706; some faults. Photo
