IK with margins all round, apparently used for a cancellation experiment as the centre appears to be a cleaned concentric circle cancellation which has been chemically treated in an attempt to remove it; this stamp has been rebacked and there are numerous pin-type holes (possibly associated with the cancellation experiments), some have been touched up with black ink.
