In February 1691, William returned to The Hague in triumph as a result of his success at the battle of the Boyne the previous year which was widely acclaimed. He real purpose of his visit, however, was to lead and attend the Congress of the Allies, a conference which was called to determine the best way of resisting the power of France which had become dominant both on land and at sea. It was attended by the representatives of England and Holland and by many princes of the German states.
