Owen Morris Jones was born at Chester on 1 April 1878 and was a fitter upon his joining the Royal Navy on 12 March 1900. He joined the books of H.M.A.S. Encounter on 15 April 1910 and was present aboard until 28 June 1917. This period saw Jones share in the operations in German New Guinea, during which she captured the steamer Zambezi on 12 August 1914. On 14 September, she bombarded Toma Ridge to support the Australian Military and Naval Expeditionary Force which was besieging the town. That action made her the first ship of the Royal Australian Navy ship to fire in anger during the Great War. She covered the landing at Madang on 24 September. In October, she was sent to the Fiji-Samoa area and during a patrol of the region on 25 April 1915, Encounter captured the German sailing vessel Elfriede.

Awarded his L.S. & G.C. on 1 June 1915, Jones was pensioned ashore on 14 March 1922. He returned to the fold for the Second World War and was taken on at Pembroke 2 on 19 August 1940, latterly being with Europa - the central depot for the Royal Naval Patrol Service at Lowestoft - from 27 August 1940. His character was rated 'superior' in December 1941 and he had War Gratuity paid from Cochrane.
