Alexander James McNeill was born at Dublin on 25 April 1893 and was a building painter upon his joining the Royal Navy on 9 October 1913. He served aboard Canterbury, fresh from the Battle of Jutland from 2 July 1916 - 20 July 1917. He thence served upon the submarine tender Vulcan before joining the submarine E23 from January - April 1918. He was invalided from Dolphin as a result of neurasthenia on 1 January 1920.
