1839 (June) the first anti-opium policy document issued by the Qing Government. The Emperor Daoguang had ordered Prince Jing Min to work with the Government Secretariat, Ministry of Defence and the Ministry of Justice to put together recommendations to stop the smoking of opium. The draft proposals in this document set out the lawful standards to prohibit people from taking opium as well as specifying the penalties and fines to be imposed. The title page with large red official seal in a pale red colour.


A rare and highly important document of museum quality.

It is stated in this official document that Emperor Daoguang commissioned Prince Jing Min to liaise various departments and local provincials as of Daoguang 18th year, 9th month (i.e. Oct 1838). Prince Jing Min managed to finish the country wide liaison and discussion in Daoguang 18th year, 10th month (i.e. Nov 1838). It took just one month to accomplish this first official 39 rulings.


欽定嚴禁鴉片煙章程: 1839年(6月) 清政府頒布了第一份禁鴉片政策文件. 道光皇帝命宗人府大學士肅親王敬敏會同各部提出禁煙章程. 該文件中的提議草案規定了禁止人們吸食鴉片的法津標準, 並具體規定了刑罰和罰款; 扉頁上有淡紅色的大紅色公章. 是具有博物館級別的罕見且非常重要的禁煙官方文件.
