A139, dated 12 Aug. 1840, endorsed 'Private' at upper left and addressed to M. B. Peacock, solicitor to the General Post Office, written in the hand of Sir Rowland Hill and signed by him 'R. Hill' at lower left; some light wear and creasing at top, otherwise in fine condition and an incredibly rare Mulready with only three recorded bearing Sir Rowland Hill's signature, one in the Royal Philatelic Collection and two in private hands, this being undoubtedly the finest. Note: At the time Hill wrote this letter to Peacock, an important new Bill relating to postal reform had just passed in the House of Lords on August 7th. According to Hill's journal he and Peacock had numerous meetings in July 1840 making several corrections, amendments and additions to the Bill before it was passed the following month
