Frank James Forey was born on 27 June 1892 at Mortlake, Surrey, and worked as a grocer's assistant. He attested for the Royal Naval Air Service on 8 June 1915, and was promoted Acting Air Mechanic 1 August 1916, Air Mechanic 1st Class 30 April 1917, and Leading Mechanic 1 August 1917. Forey subsequently transferred to the R.A.F. and served at Balloon Base No. 4, Corfu, from 24 March 1918.
