1900 (31 Dec.) - 1901 (20 Jan.), the use of Postage Due stamps for Postage stamps. In late December 1900 there was a shortage of the low value French Colonial Group type stamps. To meet this shortage, until the arrival of the next French Packet with new supplies, the local Postmaster, M. E. Puget authorised the use of the current French Colonial General issue Duval type Postage Dues for payment of Postage.
The collection, informatively written up to Exhibition standard on sixteen pages, twenty-four covers and a card, including Small Village Use with Etang Salé, Hell-Borg with 1901 (24 Jan.) cover to St. Denis franked Postage Due 5c. strip of three, endorsed Bon pour affranchissement, the only recorded cover used after the official period, Pointe Des Galets, Possession, St. Andre, St. Denis with 1901 (7 Jan.) Declared Value (1,500Fr.) 15c. postal stationery envelope additionally franked Postage Due 15c., 30c. and 2f. paying the 2f. 60 rate (10c. postage, 25c. registration and 2f. 25 insurance), St. Joseph registered to St. Denis (one of only two registered letters recorded), St. Paul, with cover franked 1c. (4) and Postage Due 10c. (the only recorded cover with the combination of issues), etc., chiefly fine to very fine. A remarkable group. This collection won an American Philatelic Society One Frame Competition Champion of Champion Award in 2003 rocognising it as the best one frame exhibit in the United States for that year.
After more than twenty-five years of research Dr. Grabowski estimates that only 50-60 covers survive from this period.
