1894年10月4日由鎮江工部秘書長格瑞格森發佈的郵政通告, 說明郵政明信片壹分自即日起供售, 售價每一百枚售洋銀, 在通告下端另有鎮江書信館辛格爾館長及九名職員簽名作實; 通告有發黃及摺痕, 這是有關鎮江書信館發行郵資明信片的唯一郵政文件, 可見其重要及珍罕性.
