On 15 November 1891, the postcard rate was reduced from 3c. to 2c. Large stocks of the 3c. card were on hand and these were surcharged locally "two/cents"
1891 (26 Nov.) 2c. on 3c. blue card with advertisement in German by Froelichen Truss on back, to Germany, cancelled by Singapore c.d.s. and showing Berlin arrival c.d.s. (21.12) on front. Central bend but not detract. Early usage as the 2c rate was introduced on 15.11.1891
