On 2 March 1792, Acting Governor Johan Isaac Rhenius signed a proclamation establishing a packet service between Holland, the Cape and East Indies. A post office was opened at Cape Town and service was available to the public for overseas mail. Each piece was required to be stamped, no provision was made for inland delivery
