1800 (c.) A highly important 18 page manuscript draft of a paper, written by Sir Francis Freeling (1765-1836, Secretary of the General Post Office), suggesting increases in various postal rates in order to increase Post Office revenue - most of these increases were adopted by the post office in 1805. A unique document, which includes details of the Revenue raised (and therefore number of letters sent) for each band on Inland Postage, London 2d. Post, Foreign and Packet rates.
