1853 (23 Apr.) triple rate "On Education" entire letter (220x95mm.) from "New Bideford" to Charlotte Town, originally charged as a double rate with two strikes of the only known 18mm. "paid" handstamp (P18) then re-assessed as a triple rate with "more to pay" handstamp (P99, one of six known) followed by manuscript "4" (2d. deficiency plus 2d. penalty), part Prince Edward Island datestamp on reverse; a few faults though a unique cover.
