1838 (26 March), entire letter from Dover to Robert Wallace (Member of Parliament for Greenock (1832-45) and a member of the Parliamentary Select Committee on postal rates and mode of charging postage). Red Free datestamp on the front, and endorsed "Postage" in the hand of Wallace on the reverse. The writer, Mr. I Yeo, begins "Seeing that you are at this present time engaged in an inquiry as to how far Mr. Hill's plan of a general rate of 1d. postage would affect the revenue and learning (thro' the papers) that you are anxious to collect information upon the subject..." Mr. Yeo then continues to give details of the advantages of postal reform. Wallace was chairman of the Committee that examined Rowland Hill's penny postage scheme; and it was by his casting vote that it was decided to recommend this scheme to Parliament.
